Moscow has offered to build Cernavoda 3. The head of the International Cooperation Department at Romania’s Nuclearelectrica, Tedor Chirica, said Russia’s VVER-1000 technology is internationally accepted and incorporate Western protection and automatic safety systems. Cernavoda 1 is a Candu heavy water reactor, and the second reactor, which is to be commissioned in 2005, will be similar at an estimated completion cost of $700 million.
