Box: What Japan’s Advisory Committee said

An advisory committee for the Japanese government chaired by Shojiro Matsuura, chairman of the Japan Nuclear Safety Research Association, has offered its advice, in seven steps, on how to reform the regulator to prevent nuclear accidents in future.

1. Separate nuclear regulation and promotion to improve the independence of the regulator

2. Integrate related administrations

3. Develop a strong crisis management system

4. Establish an international nuclear safety training academy

5. Change nuclear regulation culture to one of continuous improvement

6. Achieve greater transparency through greater disclosure and risk communication efforts with public

7. Implement international exchanges in human resources and knowledge collection.
