The European Convention ­ the body drawing up a constitution for the European Union (EU) ­ has dropped its controversial proposal to include the Euratom treaty in its articles. Instead, the convention has introduced an annex, insisting upon a legal separation between the European Union and Euratom.

The decision was welcomed by environmental groups, which had opposed including the Euratom treaty. Indeed, both Greenpeace and Friends of the Earth have claimed the move would allow EU member states to opt out of Euratom without having to leave the EU.
