Kozloduy 3 and 4 must close by 2006 as a pre-condition for Bulgarian entry into the EU, the EU enlargement minister has stated. He said that the decision is not open to negotiation, as Bulgaria had previously sought to close the reactors between 2008 and 2010.
The announcement follows the decision by the EU enlargement commission that Bulgaria would not be ready to join the EU during the first wave of new members in 2004.
