The Leningrad nuclear plant has cut it output of electricity by 30% because of the failure of UES to pay for previous supplies. UES owes almost 2 billion roubles.

UES described the decision to cut supplies as “an adventurous decision and a rude violation of discipline.” The energy systems of St Petersburg, Leningrad region, Pskov, Novgorod, Kaliningrad, Vladimir and Yaroslavl regions, which buy electricity from the plant, now have an electricity of 900MW, and there are warnings of blackouts and rationed electricity as winter arrives.
