Minatom has rejected accusations of financial irregularity in the import of spent fuel from Bulgaria’s Kozloduy plant. Minatom said the contract to import spent fuel from Kozloduy, signed in 2000, includes more advantageous terms for Russia than were available during the Soviet period.

Minatom explained that, on Bulgaria’s recommendation, a middleman – operating company Energy Invest & Trade Corporation – was initially included in the payment scheme. Under the contract, the company took responsibility for making full prepayment to Russia for its services.
