Romanian port authorities gave the Russian ship, ST-1315, permission to resume its voyage taking fuel and equipment to the Kozloduy plant.
The ship was stopped at the Black Sea port of Sulina and prevented from sailing on to the Danube because it failed to present an import licence and transit permit for the Romanian portion of the Danube. Officials also said the ST-1315 had been unable to present the required documents on safety controls at customs or to give 30 days advance notice of its intention to transport radioactive cargo through Romania.
Kozloduy depends on Russian fuel, although deliveries have become complicated. Since 1991, Sofia has had to sign transit accords with Ukraine, Moldova and Romania before fuel can be transported by land to Bulgaria.
