The United States Enrichment Corporation (USEC) has formed a Strategic Advisory Council to guide its actions on the nonproliferation programme. The council will be chaired by John Deutch of the Massachusetts Institute of Technology (MIT), who is a former CIA director.
Other members include James Schlesinger, a senior advisor at Lehman Brothers and a former CIA director; Joseph Paquette, former chairman of PECO Energy; Graham Allison of the Harvard JFK School of Government; William Happer of the Department of Physics at Princeton; Richard Lester, director of MIT’s Industrial Performance Center; and Admiral William Owens, ceo of Teledesic and a former vice chairman of the Joint Chiefs of Staff.
A key issue the committee will address is the implementation of the ‘Megatons to Megawatts’ agreement with Russia. Since USEC’s privatisation there has been concern that the deal would not be realised as it could lead to a worldwide uranium glut and a drop in uranium prices.
