DESCRIPTION:
The concept of the current AKOBOJE (Automated Complex of Nuclear Power Plant Security and Protection) system architecture is based on the central CAS (Central Alarm Station) operational centre located in the SE area. Because the SE (Slovenské Elektrárne a.s.) area security management authority has started total AKOBOJE reconstruction works to upgrade and modernise the existing system covering only the SE area, it is necessary to built up a separated AKOBOJE system for the JAVYS area including its own CAS and BAS (Backup Alarm Station).
Consequently, the Contractor shall replace the JAVYS part of the existing common AKOBOJE system with a new independent area physical protection system with the up-to-date protective features. This shall be done is such a way as to keep a suitable level of JAVYS area security during implementation of the new AKOBOJE project without having any negative impact on the SE part of the AKOBOJE. The interface between the SE and JAVYS areas is the new fence barrier running between the two areas.
The Contractor’s scope of work is to design and carry out of the implementation of the JAVYS AKOBOJE system including:
1. System design,
2. Development of the documentation for land decision, documentation for building permission and detail design documentation for all stages of design, construction, system installation and tests, according table 2.1 and chapter 4.6,
3. Preparation of the realisation time schedule including new/old AKOBOJE overlapping,
4. Performing the civil work including carrying out of the Employer/Contractor security cooperation plan and demolition activities required for AKOBOJE system operability,
5. Installation and testing of the technology,
6. Elaboration of the user documentation and training materials, and training of the Employer staff,
7. Preparation of the service plan including crisis scenarios and how to solve them,
8. Completion of all documentation required by the Slovak Authorities to approve the new AKOBOJE system, supporting the Employer during the period of time for obtaining the necessary authorizations.
The erection and installation works will be performed on the site of JAVYS Nuclear Power Plant Jaslovské Bohunice.
Procurement will be carried out in accordance with EBRD Procurement Policies and Rules with the exception of country eligibility restrictions defined within the BIDSF rules.
Tendering for contracts to be financed with the proceeds of the BIDSF grant which is administered by the Bank is open to firms from all eligible countries and as at 1st January 2010 they are: EU member states, Switzerland, and the EBRD´s Countries of Operations.
The Tenderers shall maintain the following certificates as required by the Slovak law or if applicable submit other EU national or international valid equivalent in accordance with Slovak laws and binding international arrangements and agreements.
A. In accordance with the Act No. 215/2004 Coll. on the Protection of Classified Information and on the amendment and supplementing of certain acts as amended Tenderer is obligated to demonstrate its industrial safety by submitting its Tender proposal included valid industrial safety certificate of Confidential degree confirmed by The National Security Authority in compliance with the relevant international agreement binding upon the Slovak Republic. Eligible countries which awarded the international agreement to the Slovak Republic are: Austria, Bosnia and Herzegovina, Bulgaria, Czech Republic, Estonia, Finland, France, Germany, Greece, Italy, Latvia, Lithuania, Macedonia, Netherlands, Norway, Poland, Portugal, Romania, Russian Federation, Slovenia, Spain, Sweden, Turkey, Ukraine, and United Kingdom of Great Britain and Northern Ireland.
B. Tenderer shall provide the licence for the operation of the technical service in accordance with the Act No. 473/2005 Coll. on provisions of services in the area of private safety and on the amendment and supplementing of certain acts (Act on private safety) as amended. Pursuant to § 72 of the above Act, the Regional Police Directorate shall issue decision on granting the licence for the operation of the technical service within 30 days after submittal of request for granting the licence for the operation of the technical service (the Regional Police Director may extend the time period for decision issuance up to 90 days). 30 days after above decision becomes effective, the Regional Police Directorate issues the licence. Please note, that entity mandatory registered with the Slovak Commercial Register shall submit the proposal on registering with the Slovak Commercial Register within 90 days after effectiveness decision on granting the licence for the operation of the technical service. Otherwise the entity shall return the decision for granting the licence on operation of the technical service to the respective Regional Police Directorate. The other conditions of granting the licence for the technical service are provided for in Act 473/2005 and relevant Regulation 634/2005 of the Ministry of Interior of the SR.
The proceeds of the grant will not be used for the purpose of any payment to persons or entities, or for any import of goods, if such payment or import is prohibited by a decision of the United Nations Security Council taken under Chapter VII of the Chapter of the United Nations.

If requested, the documents will be promptly dispatched by courier, but no liability can be accepted for loss or late delivery.
All tenders must be accompanied by a tender security in an amount equal to two hundred and fifty thousand Euros (€ 250 000) or its equivalent in a convertible currency.
Tenders must be delivered to the office at the address below at or before 10.00 a.m, 11th January 2011, Bratislava local time, at which time they will be opened in the presence of those tenderers’ representatives who choose to attend. A register of potential tenderers who have purchased the tender documents may be inspected at the address below.
The site visit will take place on 6th of October 2010 beginning from 9.00 a.m. at NPP V1 Jaslovské Bohunice, PMU meeting room (meeting room no. 15, building no. 750-IX-5).
For arranging of entry permission the perspective tenderers are requested to submit the following data of their representatives who wish to participate at site visit meeting: name, date of birth, personal identification number for slovak citizens, identification card or passport No., home address, within one week before the visit’s date. Due to limited number of places at meeting room a maximum 2 persons of each tenderer will be allowed to attend the above meeting.
